Fugitive, sex offender from county arrested by U.S. marshals

Police on Thursday morning arrested a fugitive and convicted sex offender from Charles County with the help of bystanders who recognized the man and stopped him until authorities arrived, according to a U.S. marshal.
Andre Troy Stevenson, 46, formerly of White Plains, was charged in 2002 with groping a 16-year-old boy at a grocery store and pleaded guilty to second-degree assault in the case, according to county police. As a result, Stevenson was supposed to register as a sex offender, but didn't, and in 2005, authorities lost track of him.
The case was recently turned over to the U.S. Marshal's Office, according to Matt Burke, supervisor of the Capital Area Regional Fugitive Task Force.
The marshals put a notice in a Washington, D.C., newspaper saying that they were searching for Stevenson. Thursday morning, when the paper came out, authorities began receiving floods of calls.
A group of people called police when they saw Stevenson near Good Hope Road in Southeast Washington, D.C., at about 9 a.m.
"Right when people start looking at the paper and looking out the window," Burke said.
The citizens even stopped Stevenson from boarding a bus and kept him in place until police arrived, he said.
Stevenson will be charged as a fugitive in the District and will likely be extradited back to Charles County, the marshal said.
